In the forest, Tsubone stands tall in a dark suit, hands clasped over the chest, admitting the truth. "I fell perfectly into his trap," Tsubone says. "It was me." Killua stares in shock from the side, eyes wide and mouth open. Below, the forest scene shows several figures scattered among the trees, a car parked nearby with its door open, and Tsubone floating or leaping above the ground. Someone calls out "Ahhh... Tsubone." A close-up reveals the face of an older man with glasses and a stern expression. He states, "Master Milluki must be cooperating in sending that video feed back to Master Illumi." He continues, "The missus is watching everything I see through the video feed from my scope."

The bespectacled man continues speaking, noting "The timing was just too perfect..." A woman with long hair holds up a cell phone, explaining that once out of the clouds she felt eyes on her and realized what was happening. She adds that she was using her cell phone to check and left the switching timing to Milluki. Tsubone stands nearby, pointing, and is identified as the peeping tom. A close-up shows the woman's face as she says, "You couldn't remove the scope even after you figured out what was going on, could you?" and "But since it was an order from mom..." The bespectacled man agrees, "It is exactly as you say," and replies "Yes, master." In the final panel, hands are shown as the man orders, "Give me the nail from your middle finger. Tsubone."

A brilliant flash erupts in the darkness as Alluka extends her hand with a bright smile. An elderly man grins and replies, "MY PLEASURE." A close-up reveals a stern face watching intently. A hand reaches forward offering something with the words "HERE, DARLING." Killua stares in shock as the name "TSUBONE..." flashes. A small object flies through the air. Killua clenches his fist and calls out again. In the shadowed background, speech bubbles declare, "THIS IS BUT A TRIPLE." and "TSUBONE, GIVE ME THE NAIL FROM YOUR RING FINGER." Alluka's eyes widen with a strange expression while Killua bows his head, sweat visible, and says, "THANK YOU....!"

A close-up of an eye appears beside a speech bubble commanding, "SPEAK YOUR 'WISH.'" Another bubble adds, "NOW, MASTER KILLUA." Alluka, now wearing sunglasses, stands beside Killua who looks tense with sweat drops. In a nighttime forest clearing, several figures including Amane walk away from a car with open doors while others scatter. Illumi stands with arms spread wide in the darkness, speaking calmly to Killua. "THEN YOU SHOULD HAVE NO PROBLEM SACRIFICING DROVES OF INNOCENT PEOPLE TO SAVE GON," he says. "IF YOU CAN SACRIFICE THOSE TWO TO KILL ME, BUT THIS MEANS YOU'LL HANDLE THE 'WISH' IN THE SAME SEQUENCE FOR GON, TOO, RIGHT? YOU SURE YOU CAN? IF SO, THEN I DON'T MIND." Large text emphasizes "NO ONE HUMAN CAN HAVE MULTIPLE WISHES GRANTED IN A ROW." and "RULES..." Alluka, wearing her headband, smiles and tells Killua, "IF YOU JUST SAY 'YES,' THEN I'LL BE HAPPY TO DIE." Killua stares with wide, shocked eyes. In a forest panel, Illumi touches his face with a tear, internally debating: "SAVE GON, AND MAKE ILLUMI MY ENEMY...? OR TO LEAVE ALLUKA ALIVE, WOULD IT BE MORE FUN TO KILL ALLUKA AND EARN KILLUA'S HATRED." The page ends on a dramatic close-up of an eye shedding a tear with the caption "DECISIONS, DECISIOOOOONS~".

Killua and Alluka react as Illumi continues. "THAT'S DIFFERENT," Killua says. Illumi replies, "BUT IF YOU 'WISH' IT, KILLING WITHIN THE FAMILY IS PROHIBITED. AND EVEN IF RULE HAS AN EXCEPTION WHERE IT DOESN'T APPLY TO KILLUA." He adds, "I DON'T MIND DYING AS LONG AS IT MEANS THE REST OF MY FAMILY WILL BE SAFE." A large eye panel shows Killua's inner conflict: "IN KILLUA'S HEART...!!! AND I WILL LIVE ON FOREVER." Illumi explains, "WE CALL THIS A 'TRANSACTION,' KILLUA. KILLUA WILL SUFFER FOR THE REST OF HIS LIFE." Later panels show Illumi smiling with a star-shaped mark, thinking that even if Gon recovers, there will be no bonus, and considering plans where killing Alluka makes Killua hate him and Illumi hate Killua in return. The page closes on a close-up of Killua's sweating face saying simply, "IT."

Killua and Alluka stand side by side in a bright open space. Alluka points forward with a determined expression and shouts, "HEAL TSUBONE'S LEFT HAND ....!!" Below, a row of close-up faces shows the reactions: Killua looks down with a serious gaze, Alluka appears surprised with wide eyes, an older man with a mustache glares intensely, a long-haired woman sheds a single tear, and a woman with a forehead mark stares forward. In the next panel a woman with long dark hair reacts with "HUH?" while another panel shows only an ellipsis. The final close-up reveals Alluka's face filling the frame as she smiles brightly and replies, "OK."

In a forest clearing Killua tells Alluka "IT'S FINE" while Tsubone stands behind them saying "BUT... MASTER KILLUA... TSUBONE ...PUT OUT YOUR LEFT HAND..." On the right side Alluka repeatedly commands "HAND. HAND." while holding Killua's hand. A large close-up shows an outstretched hand reaching forward. Killua then speaks to the kneeling Tsubone: "YOU NEED TO TOUCH IT... WHEN IT HEALS. IT...IS GOOD AT DESTROYING THINGS, BUT NOT VERY GOOD AT HEALING THEM." Tsubone extends a hand toward Alluka as a swirling dark portal with question marks forms around them. In the final panel Amane watches with concern and asks "...OK?"

An elderly man with a stitched face stares in shock, muttering 'OHH-HH...' as his bandaged hands clutch a small object marked 408. Alluka leans in close with a bright smile and declares 'OKIE-DOKIE!' while the old man sweats nervously. In a large close-up, Alluka beams and exclaims 'I WAS A GOOD GIRL, WASN'T I?!' while shouting 'KILLUA-AAAAA!' toward the side. Killua stands holding Alluka, who clings to him; he notes quietly that she calls him 'Killua.' A voice affirms 'IT...' and 'YOU WERE VERY GOOD, IT.' Killua continues, 'OF COURSE YOU WERE.' Looking down he adds 'HOW-EVER. HEALING PROBABLY TIRES IT OUT, SO I'LL FALL ASLEEP SOON...' Alluka giggles 'EHEHE HEH!' from within his arms.

In silhouette, a long-haired woman and small figure stand before the kneeling elderly man as narration states 'IF YOU ASK IT TO HEAL SOMETHING, THEN THERE ISN'T ANY SORT OF CRUEL BACKLASH!!' Another panel declares 'THIS IS ALL THAT HAPPENS.' The elderly man tells a woman with long dark hair 'IT IS MORE KIND-HEARTED THAN ANYONE ELSE.' Killua's face fills the frame with a serious expression as he states 'ARE THOSE WHO MAKE THE WISHES!! THE ONES WHO ARE CURSED'.

Killua glares forward with wide eyes, his spiky hair framing a tense face. "BUT YOU WILL CEASE TO BE MY BROTHER ....!!" he declares. A second bubble adds, "GO AHEAD AND REFER TO IT AS A TOOL AGAIN." In the forest clearing below, a hand snaps fingers with a "SNAP" effect. Illumi stands with one hand raised in salute, long black hair flowing, wearing a sleeveless studded outfit. "I COULDN'T BE HAPPIER IF THERE WAS A WAY TO HEAL GON WITHOUT PUTTING YOU AT RISK," Illumi states. "GOT IT, KIL," he continues. Close-ups show an eye and serious expressions. "THE FACT THAT MILLUKI'S RULE 5 DOESN'T APPLY TO YOU IS ALSO PART OF THAT," Illumi explains. "YOU'RE STILL HIDING SOMETHING, KIL," he presses. "THIS HASN'T ERASED ALL MY DOUBT," he adds. "BUT THIS DOESN'T CHANGE THE FACT THAT 'IT' IS A DANGEROUS ENTITY," Illumi concludes.

In the dark forest, Killua stands with his back turned, wearing shorts and carrying a bag. Illumi looms in the foreground with flowing hair and outstretched hand, declaring, "ALLUKA WILL NEVER BE FREE." "UNTIL YOU TELL ME EVERYTHING," he continues. A close-up shows Illumi's intense face as he warns, "IF I REVEALED THE FINAL RULE, YOU... NO; ALL OF YOU... THAT'S EXACTLY WHY I CAN'T TELL YOU." Silhouettes of people with plant needles in their heads are shown with the note "WOULD HAPPILY PLANT NEEDLES IN MY HEAD AGAIN." At the roadside, a black car waits with its door open. Illumi offers, "ALLOW ME TO ESCORT YOU TO THE HOSPITAL." Killua and Alluka stand together as a voice says, "MASTER KILLUA."

A somber man in a star-patterned suit sits with hands clasped, delivering grave news. 'Captain Bushidora of the Seirin Group was murdered at the hands of the evil Hunter he was tracking,' he states. He continues with a heavy expression, '...I have a very unfortunate announcement to make today.' The speaker explains that the current Seirin Group lacks the power to capture the cold-blooded demon now in their midst. Additional panels show a tall building marked 8043 and a silhouette standing in a doorway beneath a 'Ging' sign. The man urges the audience, 'It is for that reason that I ask you to please give us a voting percentile of over 95% in the next election!! And please, let us exceed the majority!! Ladies and gentlemen!! Clearing this matter up should be the highest priority for the organization!!' A bandaged figure walks away down a corridor as another voice asks if anyone wishes to cooperate with their missions. The speaker adds that preparations are underway to publicize the names and abilities of the demons, while he negotiates with Mr. Morai, who is in possession of a very large pipeline and connected to the late chairman, to become the next captain.

A long-haired man wearing sunglasses sits with one hand on his head, visibly irritated. 'First of all, I said no to that whole deal when you called me about it, didn't I?' he snaps. '...Uhh, umm...' he mutters while struggling to begin. He questions why someone is trying to pull a man of the sea up to the land and declares he is a C Hunter who used to be a man of the sea. He explains he works best as support and was singled out despite the Ant incident. Leaning forward aggressively, he warns that making the information public will accelerate an already imminent death. In a later scene the same man appears on a television screen while another figure at a desk covered in papers and a lamp shouts, 'I don't have any intention of joining up with some idiots who don't listen to other people's warnings! And I certainly have no intention of becoming the next chairman!! Period!!' He adds, 'And stop calling yourselves the Seirin Group!! You're too weak for that!!' and 'I told you loud and clear, didn't I?! You can't split up your numbers, you need to hit them all at once in order to capture them!!'

The final results of the 7th election for the 13th chairman are posted in bold lettering. Pariston leads with 293 votes at 46.1 percent. Leorio follows in second with 95 votes, Cheadle in third with 87, and Mizaistom in fourth with 72. Teradain sits in fifth with 43 votes, noted as confirmed dead, while Morau has 14 and Botobai and Ickshonpe receive zero. Valid ballots total 604 out of 635 hunters, with a 95.1 percent voting rate. A dramatic banner declares that the election will continue with the top 4 candidates. Below, a sprawling cityscape at dusk shows highways, skyscrapers, and moving cars under the bold proclamation that the climax to two battles draws near.
