The declaration rings out in front of Kaidou and the watching town. Kaidou responds with another blast of heat, roaring toward Luffy and the street below. The people scream as the attack tears through the area, but Luffy is already moving. The page sets the tone of the confrontation: Luffy is not introducing himself as an intruder, an alliance member, or a rebel.
