"Take a good look!!" he says, certain Luffy is watching from somewhere on the island. He names them as the humans who crushed the ambitions of the Arlong Pirates, who fought for the fish-man race. Chopper screams, "Zoro!! Usopp!! Brook!!" and Luffy blurts, "Ahhh!! They got caught!!" Hody makes the execution method plain: by the time Neptune's execution is complete, the room will be flooded completely, and that alone should be enough to take the lives of "these inferior humans." Page 12: Hody holds up Luffy's wanted poster and addresses him directly: "Straw Hat Luffy!! Your head is worth four hundred million belli!!"
