Usopp, sitting up and rubbing his head, is shocked. "Ruins...? W-wait, you mean the City of Gold!? Does it actually exist!?" A small map panel illustrates their current location on an island cloud directly above the Shandora Ruins. Nami confirms, "Yes... But Enel took all of the gold." She continues, "In any case, if the ruins are below us, That's where Zoro and the others should be as well!" Usopp looks around nervously at the crumbling environment. "Well I don't know exactly where is where, but I do know that this place ain't safe." Nami agrees, holding her waver ready. "Right, so get on! We've gotta find the others and escape from this island!" Usopp nods, "Right!" He adds, "There's not a single place on Skypiea..." and Nami finishes his thought with a serious expression, "That's safe anymore!" Page 4: High in the sky, Enel's massive golden flying ship, the Maxim, continues its ominous flight. The ship rumbles and groans as its propellers spin. On the deck of the ship, Luffy is engaged in a fierce battle. He is violently thrown back by an attack, skidding across the golden floorboards with a grunt of "Nghh!" Smoke rises from the impact. Enel stands tall and imposing, looking down at the fallen pirate. "Curse those pirates of the Blue Seas...!" Enel mutters in annoyance. Luffy is shown on his hands and knees, clutching his straw hat, gritting his teeth with a "KRRRK...!!" sound. Enel notices something and says, "...Hm?" as he looks at Luffy's persistent struggle. Page 5: Enel confidently explains the mechanics of his flying ark to Luffy. "But you can't destroy this ship that easily," he boasts. "I've got a good understanding of this ship's engine." He continues, "And as long as I still have the windpower generated by the 200 extinct jet dials I gathered back on my homeland Birka, This ship can manage to stay afloat even if the electric engine were to stop working." Enel then raises his golden staff and strikes one of the tomoe drums mounted on his back, generating a loud "KRRK..." and a crackle of electricity. "No matter how much you struggle...!" he declares. The final panel is an intense close-up of Enel's face, his eyes narrowed and his expression utterly ruthless. He delivers a chilling verdict: "YOU ARE POWERLESS TO CHANGE, THIS COUNTRY'S DOOMED FATE!"
