Ivankov says it could be coincidence and maybe they just share the same name, but asks whether anyone other than a founder could command the Five Elder Planets, the highest World Nobles. Celestial Dragons call themselves descendants of the gods, after all. Ivankov then reasons that if the object Sabo saw above the clouds was a weapon made by the Government, the only person capable of creating such a thing would be Vegapunk. Dragon objects that Vegapunk would never intentionally design a dedicated killing machine.
