Doflamingo does not get Caesar back according to the sources. In chapter 692 Doflamingo orders his subordinates to retrieve Caesar after an explosion sends him flying from Punk Hazard. Buffalo reports the situation and receives the command to bring him to Dressrosa immediately. Later events in chapter 713 show the planned handover collapsing when Law refuses to release Caesar. Law states there is no way he is handing the scientist over because Doflamingo failed to honor their agreement. Doflamingo demands Caesar as his precious underling yet the exchange ends in open hostility instead of a transfer. No source describes an actual recovery or return of Caesar to Doflamingo's custody. Franky later mentions concern that Doflamingo may get Caesar back but this remains speculation without confirmation in the given pages. The manga never states that Doflamingo retrieved Caesar.
