The answer
Chapter 623 · updated
Koala is not a fishman. The sources describe her as a human child and former slave who travels with the Sun Pirates after Fisher Tiger frees her. Crew members repeatedly note her humanity while interacting with her on the ship and when returning her to Foolshout Island. One fish-man tells her, "YOU'RE A GREAT KID!!!!!! EVEN THOUGH YOU'RE A HUMAN!!" ch. 623, p. 6. Another scene labels her explicitly as "Koala (FORMER SLAVE)" and shows her adjusting to life among fish-men after years of forced labor ch. 623, p. 1. Later chapters identify her as a revolutionary who teaches Fishman Karate, yet still portray her as human rather than fish-man ch. 731, p. 17. No source ever calls Koala a fishman or suggests she belongs to that race.
