What is the significance of 16?

The world nobles seem to revere the number 16, but it's never explained why. Luffy rang the Ox Bell 16 times. A Celestial Dragon shot a man 16 times. Doffy's final attack was set up with 16 Holy Bullets. Even Imu's name in Japanese can seemingly be separated as 1 and 6.
