If it was merely the arrival of the people of the ancient kingdom, then there would be no conclusion to draw. Roger was dying and couldnt have waited. Rayleigh saying they reached a conclusion implies that they DID have an option they couldve taken at that point.

The Man marked by flames was suggested by Shiryuu to be a world government member. There is still a God's Knight who we haven't met. It's likely he's the one guarding the final road poneglyph.
