However, the Ryodan, native of this town, managed to tilt the balance..." Killua looks confused and says, "Does that mean that the Ryodan belongs to the community...? I don't understand..." The woman replies, "Who better than someone who does not exist to commit a crime? The mafia recruits useful people there." She concludes, "The city of the different people...
