Magellan was the chief warden during the Impel Down arc, when Luffy entered the prison to rescue Ace. Hannyabal was the vice-warden at that point in the story. ch. 526, pp. 3–4
When Hancock and Momonga arrive, Hannyabal introduces himself as vice-warden and directs them toward Magellan's office on Level 4. Magellan's own introduction then explicitly identifies him as Impel Down's chief prison warden. These scenes establish the distinction between the two roles during Luffy's visit. ch. 528, p. 5
