Spandine
Spandine is the Chief of CP9 twenty years ago who leads a World Government operation against Ohara. He commands agents during the landing at the island shore and directs the arrest of anyone referred to as a scholar. Spandine oversees the investigation into alleged poneglyph research and activates the Buster Call that destroys the island.
Spandine travels from Marine Headquarters to the West Blue with a small group of agents and shows little concern for the destination. He issues orders to notify headquarters upon arrival and later confronts key figures on the island. Spandine survives an attempt on his life during the operation and ensures the scholars face execution.
Appearance
Spandine wears a long striped coat with a wide collar and a dark hat during the operation at Ohara. He has curly hair and maintains a stern expression while pointing forward as agents follow behind him. Spandine also appears in a black coat during confrontations and stands with arms spread in dramatic poses amid speed lines.12
Spandine displays a wide maniacal grin with sharp teeth and intense eyes when addressing captives or announcing orders.
