The Man Marked By Flames Is The Last God's Knight
The Man marked by flames was suggested by Shiryuu to be a world government member. There is still a God's Knight who we haven't met. It's likely he's the one guarding the final road poneglyph.

4 argumentsThe Blackbeard Pirates identify the Man Marked by Flames as the rumored holder of the fourth Road Poneglyph. Possessing this Poneglyph gives him the ability to prevent pirates from completing the route to Laugh Tale. This provides a strong motive for a World Government operative to be involved in protecting or controlling it.
In Chapter 1081, Shiryu specifically theorizes that the Man Marked by Flames may be affiliated with the World Government. He reasons that the Government would have a motive to hide the fourth Road Poneglyph so pirates cannot reach Laugh Tale. This directly supports the theory that the Man Marked by Flames is connected to the World Government, which makes his being a God’s Knight a plausible possibility.
I believe this mysterious gods knight is actually the original Vander Decken. Vander Decken was the captain of the flying dutchman hundreds of years ago. But then, according to legend, one dark and stormy night, Decken suddenly "went mad" and began throwing his own crew mates off the ship, resulting in their death. Was this the work of Imu coming down and using a domi reversi on him? Just like Rocks began attacking his own family, wife and kid. Vander Decken then invoked the "wrath of the gods" by cursing him, and as punishment, both he and his ship were cursed to wander the seas forever. (He was granted immortality - turned into a gods knight)
Shiryuus comment about the man marked by flames being a government man. We know its an entirely black ship. The only black ship (I BELIEVE) we've ever seen in the entire history of the story is a Marine Prison Transport ship. Lastly, the Omen given to Holy Knights is literally a ring of black flames 'marking' its carrier.
