Franky lacks pants because the Franky Family stole his only pair to force him after Luffy. The family grabs the pants on page 10 after showing his wanted poster and declaring he must leave them to avoid becoming a burden. Franky freezes and demands their return while the family scatters in a relay race through Water 7. Townspeople panic at the sight of the naked cyborg and an officer attempts arrest for indecent exposure. The pants reach Luffy who withholds them until Franky agrees to join the crew. Franky repeatedly yells for the pants back during the ship tour and cannon launch yet remains without them until the final offer. "...
