Chapter 689 summary
Caesar broadcasts to the soldiers of Punk Hazard that everything he has said is a lie and that they will all be killed if they stay. Brownbeard reaches the sealed R-66 gate and demands the return of his men, but Caesar dismisses them and reveals that the island will soon be covered in Shinokuni. Brownbeard realizes Caesar has been using his subordinates as guinea pigs and that Caesar himself caused the gas disaster four years earlier, then tries to warn the other soldiers. Caesar drugs Brownbeard with a muscle relaxant, attacks him with gas, and turns the soldiers against him by claiming Strawhat Luffy is manipulating him. Luffy arrives with Momonosuke, hears Caesar confirm the children's fate and the island's hidden purpose as a base for illegal experiments protected by Doflamingo, and learns that Caesar's S.A.D. supplies artificial SMILE Devil Fruits to the underworld and a Yonko. Caesar mocks Luffy for interfering with such powerful figures. Luffy launches forward and strikes Caesar with a massive punch.
