Jabra
Jabra is a CP9 Six-Form User assigned by the government to extreme missions. He operates alongside Rob Lucci, Kalifa, and other agents who have trained their bodies to great extremes since they were young and prepared to give their lives for the government. Jabra is known for his aggressive confrontations with intruders at Enies Lobby, his use of the Inu Inu no Mi Model: Wolf, and his participation in efforts to secure Nico Robin while clashing with the Straw Hat crew.
Appearance
Jabra wears a spiked necklace and horned headpiece with a dark sleeveless top during confrontations. His muscular build and horn-like hair are emphasized in close views, and he appears shirtless in certain chambers while heavily chained with multiple metal links wrapped around his torso and legs.12
Jabra has heavy facial bandages and scars with wild hair when first encountered in a ruined hall. He later appears in a black coat and hat while holding four swords, and in wolf-man hybrid form his fur, claws, tail, hybrid ears, and snout become visible.345
Personality
Jabra displays an aggressive and competitive nature toward fellow agents, particularly Rob Lucci. He declares intent to surpass Lucci and use his Devil Fruit power in a real fight while reacting with fury when dismissed as a mad dog.6
Jabra shows reluctance to kill despite issuing threats during encounters. He states he does not really want to kill anyone and hates blood, preferring to end matters quickly without prolonged torment.78
Jabra reacts with panic and frustration when teased about Devil Fruits. He shouts warnings to keep fruits away and later mutters in realization after personal information about being dumped becomes public knowledge among soldiers.96

Jabra employs Rokushiki techniques including Tekkai to block attacks and Rankyaku waves that collide in midair. He activates Tekkai Kenpo with wolf motifs and performs multi-hit spinning leg techniques while hardening his body.1011
Jabra transforms into wolf-beast form using the Inu Inu no Mi Model: Wolf and executes attacks such as Haku-Rai and Lupus Fall. He reverts to human form after landing and uses Geppou for aerial maneuvers followed by claw variants of Rankyaku.1213

Enies Lobby arrival
Jabra first appears among CP9 agents in a ruined hall where the group reveals their elite training and Rokushiki abilities to pirates. He demands the identity of the group with an aggressive and shocked mood while his face remains bandaged and scarred.1415
Jabra confronts the CP9 group about a botched mission reported in the news and declares that all eight members have gathered together after five years. He questions the details of the recent news story and demands an explanation from the seated agents about the failed plan.1617
Jabra first appears among the new CP9 members introduced through bickering chaos inside Enies Lobby. He snarls at Kumadori to stop lowering his head and yells at Fukuro about keeping secrets as agents. Their behavior occurs while Rocketman approaches the Judicial Island known as Never-Night Island.18
Jabra notes an intruder upon receiving a report inside Enies Lobby and stands with other agents who feel their pride stung by the Straw Hats reaching the main island. He later assembles with the full CP9 group after Blueno's defeat and comments on the loss while Kaku inquires about the enemy.1920

Jabra confronts a cloaked figure in wolf-man form after firing a long-range weapon and confirming the target shot the government flag. He decides against prolonged torment and transforms using his Devil Fruit power while remaining nearby during the event.30
Jabra announces his Yontou technique with a grin during a sword clash and calls out a 72-Pound technique. He later roars Haku-Rai while leaping in wolf form and utters Soru after reverting.31
