Jaygarcia Saturn is one of the Five Elder Stars who holds the highest authority in the World Government. He participates in meetings that address threats to the balance maintained by the Three Great Powers and later travels to Egghead to oversee operations against Vegapunk. Throughout his appearances Saturn maintains a commanding presence among the Gorosei and issues orders that affect both allies and enemies. His involvement spans early discussions about Shichibukai appointments and extends to direct confrontations during the events surrounding Egghead.
Appearance
Jaygarcia Saturn appears as an older man with a long white beard who wears a black cap and sits with clasped hands during meetings. In his transformed state he manifests a towering monstrous form featuring horns, swirling hair, black flames, and spider-like legs that dominate the battlefield.12
The monstrous form includes a massive club-like weapon gripped in clawed hands and a horned silhouette that looms over marines and pirates alike. Saturn's eyes glow with radiating lines when exerting power in this state.2

Jaygarcia Saturn confronts Kuma directly during the God Valley period calling the child a Buccaneer brat and stating that living as a slave or dying are the only tolerable options for someone of his kind because the tides of time have decided this fate. Kuma questions why anyone would be born more or less important and expresses intent to use any power to save people in the manner of Nika. The incident later fades into historical shadows while Kuma begins aiding others in the Kingdom of Sorbet.10
Saturn comments on an elderly man's willingness to save Bonney at any cost and suggests the name Pacifista for the clone soldier project during discussions in Mary Geoise.
