Pedro values honor and objects to rescue party compositions that lack minks. He rejects volunteers and leaves final decisions to his own discretion while declaring that no mink should join certain missions because the situation feels dishonorable.45

During the infiltration of Whole Cake Island Pedro acts as a cloaked figure who interrupts a discussion between Baron Tamago and another mink. He identifies himself and assesses the strengthened security that blocks any direct approach.1314

Pedro reaches out during an early encounter with the Roger crew. He pleads to join their voyage yet receives instructions to remain on standby until the proper moment arrives.15
