Tom
Tom is a Golden Puffer merman shipwright and president of Tom's Workers. He built the sea train Puffing Tom that allows crossing the sea without a log and the Oro Jackson for Gold Roger. Tom took on two disciples and maintained a shipbuilding company on a scrap island with no island registrations. He is known for proposing the sea train during his trial to receive a ten-year stay of execution and for passing blueprints of the Ancient Weapon Pluton to his apprentices.
Tom's life centered on ship construction and his apprentices until government authorities arrested him for aiding the Pirate King. He remained calm during confrontations and ultimately sacrificed himself to protect the blueprints while directing responsibility to his students. His actions led to the completion of the sea train and influenced later events involving his former workers.
Appearance
Tom is a large merman with horns, a beard, and scaled skin texture. He wears a spotted cloak with white swirl trim and a tool belt holding an axe, hammer, and pouch at his waist. A large necklace adorns his neck during work at the shipyard.12

The warehouse was formerly the main office of Tom's shipbuilding company where name-plates for Iceburg and Tom were mounted on the wall. Young Franky appears in the Tom's Workers flashback group and the sign TOMS WORKERS is carved into the wood.131415

Tom is on trial for building a pirate ship when a crowd gathers outside the shipyard during his sentencing. Tom proposes a sea train concept during his trial and presents the sea train blueprint idea in the assembly hall while claiming sea train blueprint completion is imminent. Tom receives a ten-year execution stay tied to sea train development and his group celebrates the ten-year stay in a bar.18
