Spandam
Spandam is the supervisor of Cipher Pol No.5 who later serves as Commander in Chief of Cipher Pol No.9. He receives delegation from the Gorosei to acquire the blueprint of the ancient weapon and holds custody of individuals needed to resurrect it. Spandam is known for staging public accusations, directing CP9 operations, and activating the Buster Call while pursuing Nico Robin at Enies Lobby.
