Chapter 400 summary
Rocketman sails through the air and crashes into the Tower of Justice, scattering soldiers and alerting Spandam, CP9, Franky, and Robin inside. Spandam drags Robin away toward the Gates of Justice while ordering CP9 to crush the intruders and summoning his elephant sword Funkfreed. The Straw Hats and allies recover from the crash outside, thank Kokoro, and charge in, only for Fukurou to appear and reveal that five CP9 members each hold a key to Robin's Kairouseki handcuffs. He warns that only the correct key will free her and threatens to discard his if they do not play along, prompting the crew to split up. Luffy races ahead alone to reach Robin and Lucci while the others search the tower for the keys. Franky collides with Fukurou, Usopp finds a sleeping Jabra, Nami faces Kumadori, Sanji encounters Kalifa, and Zoro meets Kaku. Luffy finally reaches Lucci, who sits waiting in silence.
