Chapter 408 summary
Nami stands in the flooded room as Kalifa rises unharmed from a mass of bubbles and reveals her Awa Awa no Mi power as a soap-woman who can remove strength from anything she touches. Kalifa launches bubble sheep that cling to Nami and drain her further, then coats Nami's body to make her limbs slick and useless. Elsewhere monster Chopper smashes through Kumadori's Tekkai and sends the CP9 agent flying out of the tower into the plaza below. Franky arrives outside and recognizes the rampaging form as Chopper while Kumadori crashes down in front of shocked onlookers. In the undersea passage Spandam forces Robin onward toward the Bridge of Hesitation and Gates of Justice, dismissing the voices she hears. Luffy smashes through the final door and bursts into the open chamber where Rob Lucci stands waiting.
