What happens in chapter 199

Luffy plummets to the ground carrying a barrel of water and declares he made it in time. Vivi despairs until Luffy appears beside her and tells her that her voice reached them. On the battlefield below, the Straw Hats fight while bickering among themselves. Chopper reunites with Vivi and the others as they all gather. Luffy tells his crew he lost once but will not lose again and asks them to handle the rest.
