Chapter 676 summary
Inside Caesar's facility, Smiley swallows the special food and begins to transform while Caesar laughs and declares it is time for rebirth. The creature swells, collapses into gas, and leaves behind a Devil Fruit as its power transfers. Shinokuni erupts outward across the snow, overtaking Caesar's fleeing soldiers and instantly turning them into pale statues. The gas spreads rapidly while Caesar celebrates its success on the broadcast and explains how it clings and paralyzes victims. Outside, Brook, Sanji, Zoro, and Kin'emon run toward a dragon as the cloud gains on them, and Luffy spots them on the monitor. Prisoners inside watch the slaughter in horror until Caesar raises a cage and threatens them along with the rest of the island. Chopper finds a note telling him to do nothing while the G-5 Marines panic below the facility. Law tells the others the plan remains the same and it is time to strike back.
