Kurozumi Orochi
Kurozumi Orochi is the shogun who rules the Flower Capital after the execution of Kozuki Oden more than twenty years ago. He maintains control through direct support from Kaido and his forces while overseeing weapon production across the land. Orochi is known for his fear of Kozuki family ghosts and his efforts to suppress any remaining opposition through public executions and surveillance.
Orochi rose from a persecuted Kurozumi clan member to shogun by pledging loyalty to the Kozuki line before seizing power with Kaido's backing. He distributes failed SMILE fruits to the people and orders mass arrests based on moon tattoos. His rule leaves most of the country in ruins except the capital where he resides.
Appearance
Kurozumi Orochi displays wild hair and a wide grin during public appearances and private rants. His face often shows exaggerated angry expressions with sharp teeth visible and sweat drops forming under stress. Close-up views reveal intense eyes and a forward-leaning posture when he issues commands or reacts to threats inside the castle halls.12
Young Orochi exhibits wide eyes and sweat on his face when offered opportunities at the castle. His expression shifts from realization to alarm across connected moments, and he later kneels before Lord Sukiyaki in a grand hall wearing a patterned robe. In later years his clothing includes striped fragments visible among wreckage after confrontations.34
Personality
Orochi rants about ongoing Kozuki revenge plots and past victories while claiming personal role in Oden's death. He physically attacks O-Toko with his sword during a banquet and expresses prior intention to marry Komurasaki before summoning multiple dragon-headed serpents in rage.5
Abilities and powers
Orochi is in full Mythical Zoan Yamata no Orochi form when he attacks Komurasaki after her refusal. He attempts to kill Komurasaki with his dragon form and threatens to bite her head off unless mercy is begged.67
Orochi roars in rage with extended scream and declares Komurasaki shall die by his hands. He growls during struggle after Komurasaki refuses to beg for her life.7

Early life
Young Orochi worked at Yasui's castle as a child after claiming his family died from illness. He was offered the Clone-Clone Fruit and connected treasury theft to his own past debt before disappearing. Lord Sukiyaki later selected him to serve as regent after which Orochi publicly pledged loyalty to Oden's future rule and claimed intent to clear the Kurozumi name.1213
Rise to power
Sukiyaki appointed Orochi as shogun and Orochi belongs to the Kurozumi family. Oden lent money to Orochi out of respect for Yasu while weapon factories operate in every village under Orochi's orders. Orochi relies on Kaido for his power and Oden declares he will protect Kuri and his family from Orochi.14
Orochi arrives in Kuri five years after Oden's return and declares plans to build multiple factories while expecting cooperation. He notes that Hyogoro refused to comply and was left in Kaido's hands. Four years after Oden's return nothing had changed in the country as Orochi begins to act in Kuri.15
Relationships
Kurozumi Orochi maintains a close alliance with Kaido that allows weapon distribution and mutual protection against outside forces. He states that Kaido supports him directly and laughs while declaring no care for Celestial Dragons or Marines because of this backing. Orochi also interacts with Komurasaki at banquets, expressing interest in making her his consort while she performs shamisen.1617
Orochi relies on Kanjuro as a trusted operative who reports movements of the Red Scabbards. He greets Kanjuro warmly upon recognition inside his chamber and later contacts him via Den Den Mushi to order a final painting that depicts the burning wrath of the Kurozumi clan. Orochi also oversees retainers such as Fukurokuju who command the Oniwabanshu during castle events.181920
Orochi oversees feasts at his castle where he discusses border policy and weapon sources with his group. He claims Wano requires only more power and states that Kaido supports him directly while showing no fear of Celestial Dragons or Marines. The banquet occurs under his name sign as he encourages full revelry among attendees.21
