What happens in chapter 15

Mayor Boodle challenges Buggy outside the Drinker Pub and declares the town his treasure. Buggy mocks him and sends his floating hand to choke the mayor. Cabaji offers to fight but Buggy refuses and continues the attack. Luffy arrives with Zoro and Nami, grabs the hand, and frees Boodle. Boodle insists on fighting alone, so Luffy kicks him unconscious to keep him safe.
