Helmeppo is Captain Morgan's son. Throughout his appearances Helmeppo encounters Luffy and Zoro during incidents involving public confrontations and executions before advancing to roles that include protecting key figures during large-scale conflicts. His allegiance remains with the Marines as he performs duties ranging from chores to combat support.
Appearance
Helmeppo features crescent moon hair that stands out during his initial appearances next to bound individuals. He wears a dark coat and adopts flamboyant poses while making hand signs accompanied by sparkles. Later depictions show him with slicked-back hair under an ornate coat or with long hair paired with a black vest over a white shirt and white pants along with goggles positioned on his forehead.123
In subsequent scenes Helmeppo appears with a hat and facial scars while gesturing during discussions. His expressions range from confident smirks to recoiling with wide eyes and open mouths showing disgust or terror during confrontations.42

Helmeppo exhibits arrogant cruelty by mocking townspeople and threatening to report them to his father while displaying sadistic excitement over planned executions. During initial confrontations Helmeppo stands next to bound Luffy after townspeople capture the pirate and later stomps rice balls while confronting a Marine with a tall hat. He orders a public execution for Zoro in three days and threatens to report incidents to Captain Morgan after being struck.141516
In the same period Helmeppo demands Luffy be seized and restrains Rika inside a building while dragging Luffy to locate Zoro's swords. He begs Marines not to shoot when used as a shield and later holds Koby at gunpoint in the courtyard.1718
