Nefeltari Cobra
Nefeltari Cobra is the King of Alabasta. He rules during a period of drought and rebellion while prioritizing the welfare of his people over personal power. Cobra maintains limited authority as monarch and focuses on protecting the country from external threats such as Crocodile. He is known for his resolve in mobilizing forces against the Royal Shichibukai member and for his later attendance at the Reverie despite declining health.
Appearance
Nefeltari Cobra appears as a stern ruler with long hair and a coat during public and throne room scenes. He often sits on the throne with relaxed posture or stands tall in a dramatic full-body pose with his cloak flowing. Close-up panels show his face with furrowed brows, narrowed eyes, and a serious mouth expression when addressing crises.12
In later years Nefeltari Cobra uses a wheelchair while wearing a striped robe and dark cloak. He holds a pipe and shows heavy coughing posture with sweat drops. His forehead bears a scar and he maintains a stern expression during audiences.34
Personality
Nefeltari Cobra places the needs of Alabasta above his own comfort and insists that the country belongs to its people. He refuses to use Dance Powder even during severe drought and states that its use is prohibited because it calls forth misfortune. Cobra accepts that rebels may capture the palace if that allows victory over Crocodile.56
Cobra demonstrates resolve by ordering an immediate attack on Crocodile at Rainbase and warns that victory requires sacrifices against a Royal Shichibukai member. He praises the foresight of his retainers while issuing commands and shows concern for his daughter Vivi by arriving as a father during village gatherings.67
Cobra insists he is fine despite coughing and states he has a long-standing question for the World Government since meeting Nico Robin. He mentions his dream and poneglyphs while reflecting on wanting to learn about events from years ago. An attendant warns him not to overexert yet he continues with serious intent.8

Nefeltari Cobra's murder has not yet spread according to narration while news of it and Princess Vivi's disappearance spreads worldwide. A curly-haired man is discovered with papers pinning Cobra's murder on him and explains how he was framed.242526
