Chapter 731, "Dressrosa Operation SOP," opens with the final volume of Caribou's cover story. In "Caribou's Kehihihihi in the New World - Final Vol.," the farewell reads, "Thank you, pirate Caribou, who is as sweet as my precious grandson." A grave marker for Gaburu stands in the snow while Caribou and the grandmother look on, and the image treats Caribou's accidental role as a revolutionary double with sentimental comedy. It is a closing extra for the cover serial before the chapter returns to Dressrosa.

01
Inside the colosseum corridors, Bellamy lies bloody and breathing hard while Dellinger tries to finish his order. Bellamy forces out, "Move aside..." and Dellinger asks whether he has to finish Bellamy off. Dellinger is eager to carry out the mission, shouting, "Get out of my way!!!" but Bartolomeo steps between them with his barrier. Dellinger snarls that this is family business and calls the barrier user noisy, asking why he did not just take a new mission from the Den Den Mushi. Bartolomeo refuses to move. Dellinger says he will not get rid of the barrier, while Bartolomeo makes clear that he will not let Bellamy be killed in front of him, even if Bellamy is still loyal to Doflamingo.
02
Dellinger keeps pressing, but the order changes. He tells Bartolomeo that Bellamy has still not taken out the trash, then receives a direct command: go with Lao G and protect the Toy House immediately. Bellamy, broken on the ground, understands what that means and thinks bitterly that Diamante personally ordered him to be killed. Dellinger laughs and tells Bartolomeo and Bellamy not to even think about getting off Dressrosa alive. Bartolomeo's barrier still stands between Dellinger and Bellamy, but the battlefield has moved. Doflamingo's family is redeploying toward the Toy House, meaning the underground rebellion's target is now in greater danger.
03
Bellamy's loyalty is laid bare. He remembers Doflamingo telling him that if he wins the tournament, he can become an agent of the family, and Doflamingo says he looks forward to Bellamy's performance. Bartolomeo offers to take Bellamy to the medical room, but Bellamy tells him to mind his own business. Bartolomeo asks the obvious question: "Be frank... what is your reason for saving me...!!" Bellamy says he already has nothing to live for, yet Bartolomeo's answer is simple and furious: "So what!! Men who have fought together are comrades!!" Even if he were scum, Bartolomeo would not let a friend die without helping. The page turns Bartolomeo's crude devotion into something sincere.
04
The scene moves to Dressrosa's Flower Hill, where the underground Riku Army has gathered at its headquarters. The Toy Soldier stands before the assembled Tontatta and allies and announces the plan that will overturn the country's darkness. He names the operation: "Dressrosa Operation SOP." The crowd reacts with surprise, asking whether there must be some hidden meaning behind the codename. The hill, the city, and the underground army are all framed as parts of one battlefield. The Soldier's plan is not a vague rebellion; it is a precise attempt to expose the tragedy Doflamingo buried beneath the country and return Dressrosa to King Riku.

05
The Toy Soldier explains the meaning of SOP by describing Dressrosa's hidden underground world. Beneath the country lies a secret trade port where illegal business is conducted and the mysterious factory is hidden. Captured Tontatta and people turned into toys are forced to work tirelessly there. The rebel force will infiltrate through an underground tunnel the Tontatta spent a year digging. Their goal is to destroy the factory, the port, and all related facilities, defeat the Donquixote Family, and finally return rule of Dressrosa to King Riku. It is an ambitious plan, but its structure is clear: enter the secret world, rescue the prisoners, destroy the system, and restore the stolen kingdom.
06
The rebels immediately recognize how optimistic the plan sounds. Usopp blurts, "That's easy to say, but..." while the Tontatta call it a very optimistic plan. The Toy Soldier admits that no one can predict what will happen to all of Dressrosa next, but says there is one thing they must do first. The agent who has been turning people into toys is one of Doflamingo's people, and they must make her lose consciousness. Robin understands the effect: if the Hobby Fruit's power is broken, the magic will be dispelled. The entire operation now depends on one precise target. Before anything else, Sugar must be knocked out.
07
The Toy Soldier explains what will happen if Sugar falls unconscious. Every toy in Dressrosa will return to their original bodies, and at the same moment, all the people in the country will regain their lost memories. The result cannot be predicted. Nobody knows how many former toys will join the fight, what action Doflamingo will take, what the Marines will do, or how the citizens will react once their stolen loved ones and erased history return. The only thing that can be foreseen is fear and panic across the country. Dressrosa Operation SOP is therefore both a rescue and a detonation: one small girl falling unconscious could make the whole kingdom remember.
08
Usopp asks where the Hobby Fruit user is and whether she is strong. The Toy Soldier answers that, according to Tontatta scouts, she is at the trade port in the underground world. She is introduced as Sugar, special agent of the Donquixote Family's Trebol Squad. She can turn anyone she touches into a toy. She looks young, but the page explains that the body of the user stops growing once the Devil Fruit is eaten. Sugar is treated as the most important figure in the underground and protected by Officer Trebol as her bodyguard. The tiny, childlike appearance is a trap: she is the central lock holding Dressrosa's forgotten tragedy in place.
09
The rebels decide that if they can scare Sugar into fainting, they will achieve SOP. Robin connects the idea calmly: as long as they can make the child lose consciousness, the toy curse collapses. Usopp's courage takes a self-serving form as he declares that since the enemy is just a small girl, everyone should follow him. Franky's blood boils and he shouts about his combat hair style, while the Tontatta cheer for the Usoland Squad. Franky also states the practical reality: as long as Sugar and Trebol remain there, no battle can be won. The team demands that the tiny ones take them to the underground tunnel. The assault group is formed.
10
Inside the colosseum, Luffy is still searching for an exit and making a mess of the corridors. He has no idea where he is and complains, "Weird!? Don't mind the exit... I don't even know where I am!?" He even opens a door marked W.C. and is warned not to open it like that. His priority remains clear: he has to become a follower of Luffy-senpai, Bartolomeo says that this is his dream, and then Luffy suddenly finds Bartolomeo and Bellamy. Luffy is delighted: "Hey!! It's you again!! That's great!!" Bellamy is badly hurt, Bartolomeo is overwhelmed, and the chaotic search for an exit turns into a reunion with two people whose loyalties are complicated.
11
Bartolomeo is overcome at meeting Luffy again. Luffy tells him, "Hang in there Bartolomeo!!" and asks whether he is going to miss a rare chance to speak to the Pirate King. Bartolomeo has already met Zoro-senpai too, and he can barely look into Luffy's eyes. Luffy thanks him, and Bartolomeo melts at being thanked. But he explains the real problem: once contestants enter the colosseum, they are not supposed to get out. There is no exit to the colosseum. Luffy is stunned: "None!? No exit!?" His wounds seem worse than before, yet his urgency remains fixed on saving Law and beating up Doflamingo.
12
Luffy asks Bellamy for help because Bellamy serves under Doflamingo and should know a way out. Bartolomeo insists that he is going out and offers Bellamy a chance to follow him, saying maybe Bellamy can leave as well. Bellamy refuses the moral escape Luffy wants to offer. He tells Luffy that he still respects Doflamingo from the bottom of his heart and will never betray him. Luffy understands, and Bartolomeo says that if he manages to get out, it is Bellamy's luck. Bellamy, despite his injuries and humiliation, holds to his own principles. He says he does not want help, not because it would be useless, but because the lives of his friends are more important.
13
Bartolomeo turns from Bellamy to the Mera Mera no Mi. He tells Luffy not to worry and to leave the Fire Fruit to him. His plan is pure devotion: he had intended to win Ace's treasure and give it directly to Luffy, but Luffy says that if Bartolomeo wins it, the fruit must stay in his hands. Bartolomeo is startled, and his accent grows thicker as he realizes Luffy is entrusting him with Ace's legacy. Then he snaps at Dellinger for speaking to Luffy-senpai too casually. Dellinger retorts that the Fire Fruit cannot be given to Straw Hat Luffy, because Luffy is the brother of the legendary Fire Fist Ace and will become the future Pirate King. Bartolomeo already knows that, which only makes him angrier.
14
Dellinger walks away, and the colosseum fight continues outside the corridor. The announcers and crowd shout that Acilia has allied with Rebecca and that together they are unstoppable. The supporters cry, "Keep this up Rebecca!!" and "Acilia!!" Rebecca pushes toward the final as the arena roars, while Luffy hears that the final battle is still moving forward without him. Dellinger's comments about Luffy agitate Bartolomeo, who notices that the stranger truly knows how to provoke Luffy-senpai. This page holds the tournament thread in place: Rebecca's chances rise with Acilia's support, while Bartolomeo remains torn between helping Luffy escape and securing Ace's fruit for him.
15
Bartolomeo's emotions finally overflow. His face fills the page as he sobs with his mouth open, unable to contain what Luffy's trust and the mention of Ace mean to him. Outside the colosseum, people hear the crying and ask why Luffy is crying nonstop, thinking he is finally worn out. The disguise confusion continues in the streets, where the Marines mistake strange animal outfits for toys and nearly discover the escaping group because their costumes are too odd. Luffy, still crying, says there is no problem with the Fire Fruit anymore, but he still has to save Law and beat up Doflamingo. The comedy of the costumes and tears sits on top of a very real decision: the Straw Hats' next goal is fixed.
16
A new ally is revealed in the city: Koala, a revolutionary and Fishman Karate substitute teacher. She speaks by Den Den Mushi and reports that Robin seems to be in the country. She has wanted to see Robin again for a while, but says she will wait because there is no answer to whether Robin would have changed even if she had stayed with them. Koala smiles and says she would not possibly cry. She tells her contact to let her know when there is information on the underground situation, then adds that she has to go get Ace's Fire Fruit back. Her appearance ties the colosseum prize to the Revolutionary Army and confirms another force moving through Dressrosa.
17
At a grave marked for Portgas D. Ace and Edward Newgate, a mysterious figure speaks about inherited will: "That person's will, we must inherit it!!!" The figure is wrapped in a cloak and stands among flowers and swords as if paying respects to the dead. Elsewhere, Luffy's side is startled. Someone says they never thought he would still be alive, while another asks who they are talking about. The reply comes with force: "I've always thought... always thought... he was dead!!!" The page does not name the figure directly, but it positions him around Ace's grave, inherited will, and a shocking survival connected to Luffy's past and the Fire Fruit.
