Raizo captured seawater in a scroll while Zunesha was bathing itself. In chapter 1046, he releases that stored supply inside Onigashima using his Scroll-Scroll Jutsu. The water comes from Zunesha's earlier bath; Raizo has kept it ready for an emergency.2
